Abstract

This paper examines the evolution, present structure and future prospects of relations between the Association of Southeast Asian Nations (ASEAN) and the European Union (EU). It argues that the partnership has moved beyond traditional donor–recipient ties toward a multidimensional form of interregional cooperation shaped by trade, connectivity, maritime security, climate governance and digital transformation. Drawing on official ASEAN and EU documents and a qualitative review of institutional developments, the study finds that the two organisations possess significant structural complementarities: ASEAN offers economic dynamism and strategic centrality in the Indo-Pacific, while the EU provides market access, investment, regulatory capacity and experience in regional institution-building. Nevertheless, divergent political systems, human-rights disputes, sustainability regulations, ASEAN’s consensus-based diplomacy and the EU’s preference for legalised governance constrain deeper alignment. The paper concludes that the relationship is best understood as pragmatic strategic interregionalism. Its future strength will depend on flexible cooperation, mutual recognition of institutional differences, credible delivery of connectivity commitments and an inclusive approach to the green transition.
