Abstract

India's rapid transition toward digital governance has created new possibilities for administrative efficiency, welfare delivery, public participation and data-driven policymaking. At the same time, artificial intelligence (AI), large-scale data processing and automated decision systems raise difficult questions about privacy, equality, transparency and democratic accountability. This paper examines digital governance in India through a political-science perspective, focusing on the relationship between technological capacity and constitutional democracy. Using a qualitative and analytical methodology, it considers India's emerging AI governance framework, the Digital Personal Data Protection regime, public-sector automation, algorithmic bias, surveillance concerns, digital exclusion and institutional oversight. The paper argues that technology can strengthen democratic governance only when efficiency is combined with human accountability, explainability, legal safeguards and meaningful avenues for redress. India's IndiaAI Mission and AI Governance Guidelines indicate an increasingly structured approach to responsible AI, while the Digital Personal Data Protection Rules, 2025 establish a more developed framework for personal-data governance. Nevertheless, democratic legitimacy requires more than technical compliance. Citizens affected by automated systems must be able to understand consequential decisions, contest errors and obtain effective remedies. The study concludes that India's digital transformation should be guided by a constitutional model of human-centred governance in which innovation remains compatible with privacy, equality, federalism, transparency and democratic control.
