Abstract

Food inflation has consequences that extend beyond the conventional problem of a rising consumer price index. Because food occupies a large share of expenditure among low-income households, sustained increases in food prices reduce real purchasing power, weaken dietary quality, intensify insecurity, and complicate macroeconomic management. This paper examines the structural and cyclical causes of food inflation in India and evaluates its effects on household welfare. It argues that food inflation is produced by the interaction of supply constraints, weather shocks, input costs, market fragmentation, changing demand, and policy responses. Monetary tightening may restrain generalized demand, but it cannot by itself repair crop losses, storage gaps, weak logistics, or localized market power. Effective policy therefore requires a coordinated framework combining credible inflation management with agricultural productivity, climate resilience, competition, trade calibration, targeted social protection, and improved price information. The study adopts a descriptive and analytical method based on official reports and established economic literature. Its central conclusion is that durable food-price stability should be treated as a welfare and development objective, not only as a short-term inflation target.
