Abstract

Digital communication creates new possibilities for political expression, public scrutiny, and interaction between citizens and government. Yet the visibility of public opinion does not necessarily produce meaningful influence over public decisions. This paper examines the conditions under which digital participation can strengthen democratic accountability in India. It uses a selective narrative review of published research on digital media, information diffusion, and deliberative institutions to develop a conceptual framework for evaluating participation. The framework distinguishes access, expression, deliberation, institutional response, and verifiable outcomes. The reviewed evidence indicates that digital media have mixed democratic implications, while research on false news demonstrates the importance of information quality. These international findings are used as analytical resources rather than treated as direct measurements of Indian political behaviour. The paper argues that digital participation becomes democratically consequential when citizens can submit concerns through accessible channels, institutions provide reasoned responses, and outcomes remain open to public verification. It proposes multilingual access, integration of online and offline participation, transparent response procedures, and privacy-conscious evaluation as priorities for institutional design. No primary survey or original statistical analysis is presented.
