Digital services now form part of how Indian citizens learn about registration, candidates, voting procedures, and electoral complaints. This paper examines the democratic value and limits of digital voter education through a narrative review of Election Commission of India materials and comparative electoral research. It argues that digital tools can improve access to timely official information and provide channels for citizen reporting, but access does not itself establish informed choice or equal participation. Language, connectivity, disability access, political trust, and misinformation shape how information is received. Effective voter education should combine verified digital communication with local, accessible, and nonpartisan outreach. This is a desk-based conceptual paper; it reports no original survey or field findings.
