India’s constitutional reservations have brought large numbers of women into elected village institutions, yet numerical entry alone does not establish equal influence over decisions. This paper examines the relationship between reserved seats, political agency, and institutional capacity through a qualitative review of constitutional provisions, official election and Panchayati Raj records, and selected political science scholarship. It argues that reservations create an indispensable route into public office, while control over agendas, budgets, information, and administrative cooperation determines whether officeholders can exercise authority. Capacity building, transparent meeting procedures, and reliable local data are therefore necessary complements to descriptive representation. The analysis is national in scope and makes no claim to have conducted interviews or fieldwork in Yadgir.
